Water Master Meter Installation

The Highland Park Water Department, under the direction of Metro Consulting Associates (MCA) is installing three water master meter vaults for the City as part of the settlement between the Great Lakes Authority (GLWA) and Highland Park. Construction activities include installing meter chambers, manholes, valves, appurtenances, piping, furnishing, electrical control panels, power distribution and the three master meters.

MCA’s scope of work is bid assistance, project administration, engineering services, field investigations, internal and external project meetings, and serving as the owner’s representative throughout construction.

The project is funded through legislative appropriation for grant assistance, making it subject to various federal requirements. These include Build America Buy America (BABA), Prohibition on Certain Telecommunications and Video Surveillances Services or Equipment, Iran Economic Sanctions Act, Davis-Bacon/Prevailing Wages, Labor Standards and Provisions for Federally Assisted Projects, and Disadvantaged Business Enterprise (DBE) Compliance also involves the preparation of Good Faith Effort (GFE) worksheets and Debarment and Suspension Certifications.

The water master meters installed at Hamilton Avenue and McNichols Road and at Hamilton Avenue and Webb Street are anticipated to be operational in June 2025. The third water master meter at John R. Street and McNichols Road is anticipated to be operational by September 2025.
