Metro Consulting Associates (MCA) completed three road rehabilitation projects—Reynolds Street, Maffett Street, and Leahy Street—from full design to complete construction oversight for the City of Muskegon Heights. This included resurfacing the roadways, replacing sidewalks, and adding ADA ramps.

To appease residents and accommodate time constraints due to the project’s late award, MCA implemented an innovative two-season construction approach. This optimized efficiency and funding, allowed residents to see the project progress, and fulfilled the City’s promises.

This value-engineered solution required additional coordination with the Department of Public Works staff to ensure the appropriate maintenance activities, such as continued snow removal and all traffic control devices remained in place, occurred over the non-construction period, although uncommon for road projects of this size or magnitude.

MCA provided engineering observation and inspections during all of the critical construction activities, ensuring compliance with drawings and specifications. Additionally, extensive construction staking was done for all construction limits, curbs, sidewalks, ADA ramps, driveways, and drainage structures.
