Position Description

The ROW Agent is responsible for contacting property owners and public officials to obtain permits and easements and/or to purchase right-of-way for utility lines, pipelines, fiber optics, power lines, and other construction projects.

Duties & Responsibilities

  • Identify owners who may be affected by a project
  • Utilize information from dig sheets and GIS to map out dig locations
  • Use information collected to obtain an accurate value of land
  • Establish relationships with landowners; act as single point of contact for landowners to address questions and concerns
  • Negotiate with landowners to acquire right of way and the relocation or replacement of homes and other structures for power lines, pipelines, and other utilities
  • Negotiate with landowners for the purchase of land
  • Assist surveyors by providing title documents and other landowner information
  • Review and update land owner title
  • Consult with local, municipal, county, and state governmental entities to ensure all projects abide by all laws including road use and environmental regulations
  • Ensure that construction crews and other professionals have unobstructed access to dig sites; ensure there are no obstructions that would inhibit work on the project
  • Complete maintenance reports by compiling accurate and complete information about each landowner, project, and property
  • Understand scope of work in order to evaluate potential damages and delays that can occur; ensure ongoing communication between all involved parties
  • Accurately evaluate the extent of any damage upon completion of project in order to settle damages
  • Maintain exceptional internal and external client relations
  • Achieve performance objectives and financial metrics (see Key Performance Indicator document)
  • All other duties as assigned


  • High School diploma and/or equivalent combination of education & experience
  • Minimum two (2) years applicable experience
  • Proficiency in MS Office
  • Current or previous real estate license preferred
  • Strong understanding of how to read and interpret complex engineering drawings
  • Understanding of ROW laws
  • Must possess a valid driver’s license and be able to travel to the corporate office as well as local clients and project sites
  • Excellent concentration and proofreading skills with strong attention to detail
  • Exceptional written, presentation, and interpersonal communication skills
  • Ability to work collaboratively in diverse teams including technical and non-technical personnel
  • Resourceful, action-oriented, creative, and analytical thinker
  • Ability to work efficiently and effectively under tight deadlines as well as balance multiple projects by prioritizing effectively

Work Environment and Physical Demands

  • Primarily work outdoors, must be able to work in extreme heat and cold
  • Must be able to travel approximately 80% of the time across multiple states
  • Regularly required to walk for long distances
  • Frequently lifts or moves objects up to 40 pounds
  • Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus
