Metro Consulting Associates (MCA), a Plymouth, Michigan based civil engineering, surveying and land planning consulting firm is seeking a highly motivated and detail-oriented self-starter to join our staff as a Municipal Engineer I. This position is responsible for performing professional and engineering tasks for municipal projects. Work will include grant and loan applications, applicable permitting, design work, reporting and public relations/communication on a variety of municipal projects.

Essential Functions

  • Review of construction documents and applications for permitting purposes
  • Correspond regularly with municipality officials for city and township business
  • Coordinate with field staff regarding various inspection, operations, and maintenance activity
  • Review and preparation of reports based on review of CCTV and other collected field data
  • Prepare submissions for permit applications to federal, state and local agencies
  • Assist with preparation of capital improvement plans
  • Assist with preparation of community water and sewer rates
  • Participate in planning of municipal department budgets
  • Coordinate with other municipal departments on determining various departmental and permit fees
  • Assist with preparation of bid documents for municipal projects
  • Communication with contractors and subcontractors on all municipal projects
  • Preparation of project specifications and standard details
  • Field evaluation of existing water, sewer, road, and other infrastructure as necessary
  • Regular coordination with other company departments including administrative, marketing, business development, GIS, land development, and surveying services
  • Coordinate application approval process; follow up on requests for additional/missing information
  • Interact with a large variety of individuals at municipalities, ranging from residents to local officials, on a regular basis
  • Create reports using Excel and BS&A
  • Produce civil engineering designs, including but not limited to: municipal utilities, storm water systems, pump stations, street improvements, infrastructure design, water modeling and water main replacement projects
  • Recommend solutions to technical or regulatory issues for permit compliance
  • Lead small to mid-sized projects ensuring deadlines, technical aspects, and quality expectations of design intent are met
  • Produce drawings using computer assisted design/drafting equipment and software, and/or modify drawings as necessary
  • Plot, organize and assemble project-related documents, permit applications, cut sheets, quantity estimates and proposal documentation and/or other site related information
  • Utilize knowledge of various machines, engineering practices, mathematical formulas, and other physical sciences to complete drawings
  • Exercise judgment with adaptations of engineering alternatives while adhering to Company standards and methodologies
  • Maintain exceptional internal and external client relations
  • All other duties as assigned



  • Bachelor’s degree in Civil Engineering, or related field and/or equivalent combination of education & experience
  • EIT certification preferred
  • Minimum two (2) years applicable experience
  • Previous experience in municipal engineering; thorough knowledge of all phases of civil engineering and the operation of municipal government
  • High proficiency with AutoCAD Civil 3D, Excel and BS&A
  • Must possess a valid driver’s license and be able to travel to the corporate office as well as client and project sites
  • Excellent concentration and proofreading skills with strong attention to detail
  • Exceptional written, presentation, and interpersonal communication skills
  • Ability to work collaboratively in diverse teams including technical and non-technical personnel
  • Resourceful, action-oriented, creative, and analytical thinker
  • Ability to work efficiently and effectively under tight deadlines as well as balance multiple projects by prioritizing effectively
