Metro Consulting Associates (MCA), a Plymouth, Michigan based civil engineering, surveying and land planning consulting firm is seeking highly motivated and detail-oriented self-starters to join our staff as Construction Services Supervisor throughout Southeast Michigan.

Position Description

The Construction Services Supervisor is responsible for translating project objectives between project management and the field to manage, lead, direct, assist and train certified and non-certified direct reports while using applicable technology to accurately conduct observations, collect data and document all field observations for municipalities, utility and private development clients.

Duties & Responsibilities

  • Construction is being performed to quality standards in compliance with design specifications, drawings, budget and schedule and providing day-to-day field supervision at the site
  • Provide on-the-job training for staff in carrying out construction supervision including contract administration, quality control, construction and monitoring and evaluation, and other relevant activities
  • Compile daily reports of site conditions including weather, work scope, force levels, and safety issues
  • Resolve worksite issues quickly and effectively to keep work progress on track
  • Maintain a safe, secure, and healthy work environment by following and enforcing standards and procedures; complying with legal regulations
  • Inspect the completion of each construction phase, sign-off on quality of workmanship along with crew leaders and external subcontractors
  • Water main, sanitary sewer, storm sewer, road construction activities and soil erosion inspections
  • Interpret construction plans, standards and specifications
  • Coordinate work between agencies, contractor and other city departments (interaction with contractors and their representatives while representing the contract owner)
  • Be familiar with NASSCO Standards as well as community standards for examining and construction of structures (manholes, storm water sewers, sanitary sewer systems, water main systems, etc.)
  • Develop construction observation guide and maintenance of preconstruction, construction, and closeout execution plans
  • Assist in reviewing project drawings and specifications to gain a full understanding of project scope, client goals and expectations, and resource requirements for each phase of the project
  • Identify construction approaches and risks to ensure efficiency and mitigate exposure
  • Assist in soliciting and coordinating subcontractor and supplier bids for labor, material and equipment
  • Gather information, develop solutions, and adjust to necessary changes in work sequences
  • Assist in the evaluation of contractor and supplier invoices against actual performance
  • Assist in evaluating the legitimacy of contractor and supplier change requests in terms of contractual requirements and validity of cost estimates
  • Prepare punch-lists, close-out documentation, and demobilize the job site at the completion of a project
  • Interpret and explain plans and contract terms to involved staff and contractors
  • Develop, update and maintain project schedules, progress, durations, compliance with financial, operational, and/or scheduling requirements and sequencing logic
  • Administer, arrange, optimize and lead daily and weekly progress meetings, activities with owner/contractor, construction staff, site engineer, inspection staff, external contractors and subcontractors
  • Expedite and co-ordinate any delayed or potentially delayed activities to minimize lost productivity time
  • Assist with preparing request for proposals for public tender of services and statement of work documents. Also contribute to contracts, change orders, material and services purchase orders for approval by Owner. Assess and where appropriate make recommendations on contractor requests for extension of time, claims for additional payment, and contractual disputes
  • Review quotes, material requests, procured items, deliveries and on-site production to validate accurate fulfillment and quality control
  • Certify invoices submitted by suppliers and contractors and recommend for payment by owners
  • Determine and recommend labor force, materials, and equipment requirements
  • Maintain regular estimates of the cost-to-completion and time-to-completion for each task
  • Completion of computer-based weekly and/or daily reports, project log and documentation files.
  • Identify risk and opportunity in all aspects of construction management, and implement mitigation measures where risks are appreciable
  • Conduct ongoing meetings with field staff to remain informed of project work and facilitate resolution of presented or developing issues
  • Achieve performance objectives and financial metrics (see Key Performance Indicator document)
  • All other duties as assigned


  • Associate’s degree and/or equivalent combination of education & experience
  • Minimum five (10) years applicable experience in the surveying/civil engineering/construction industry
  • Ability to read, understand and interpret spec books
  • Required to have satisfactory results on a Motor Vehicle Record check and maintain a valid driver’s license
  • Field experience leading inspection crews
  • Basic knowledge of web based GIS interfaces and applications a plus
  • Advanced knowledge of applicable codes and standards
  • Basic understanding of the AutoCAD Civil3D platform and technology a plus
  • Must be willing to travel up to 100% in both urban and remote area
  • Excellent concentration and proofreading skills with strong attention to detail

Work Environment and Physical Demands

  • Primarily work outdoors, must be able to work in extreme heat and cold
  • Must be able to travel up to 100% of the time across multiple states
  • Regularly required to walk for long distances
  • Frequently lifts or moves objects up to 100 pounds
