Metro Consulting Associates (MCA), a civil engineering, surveying, and land planning consulting firm is seeking a highly motivated and detail-oriented self-starter to join our staff as Compliance Engineer in our Plymouth, MI office.

Position Description

The Compliance Engineer I is responsible for performing professional and engineering tasks for municipal and engineering projects. Work will include basic understanding of engineering design and construction plans, technical report writing, completion of grant and loan applications, rate studies, applicable permitting, construction administration, writing or revising municipal ordinances, federal, county, and local compliance and regulatory issues related to water, sewer, and stormwater, research and review of lawsuits as it relates to engineering related matters, and reporting and public relations/communication on a variety of engineering projects for public and private clients.

Duties and Responsibilities

  • Complete and submit permit applications to federal, state and local agencies
  • Develop capital improvement plans for various communities
  • Complete grant and loan applications and packages
  • Coordinate application approval process; follow up on requests for additional/missing information
  • Prepare community fee schedules and water and sewer rates
  • Prepare municipal department budgets
  • Correspond regularly with municipality officials for city and township business
  • Develop and update municipal permits and processes
  • Review construction documents and applications for permitting purposes
  • Coordinate with field staff as necessary
  • Review and prepare reports based on review of CCTV and other collected field data
  • Coordinate with other municipal departments on determining various departmental and permit fees
  • Prepare bid documents for municipal projects
  • Prepare and manage contract documents for subcontracted projects
  • Communicate with contractors and subcontractors on municipal projects
  • Prepare project specifications and standard details
  • Complete field evaluation of existing water, sewer, road, and other infrastructure as necessary
  • Coordinate regularly with other company departments including administrative, marketing, business development, GIS, land development, and surveying services
  • Interact with a large variety of individuals at municipalities, ranging from residents to local officials, on a regular basis
  • Create reports using Word, Excel, and BS&A
  • Perform basic engineering design and calculations on various water, sewer, and stormwater related tasks and projects
  • Recommend solutions to technical or regulatory issues for permit compliance
  • Lead mid-sized to large projects ensuring deadlines, technical aspects, and quality expectations of design intent are met
  • Plot, organize and assemble project-related documents, permit applications, cut sheets, quantity estimates and proposal documentation and/or other site related information
  • Exercise judgment with adaptations of engineering alternatives while adhering to Company standards and methodologies
  • Maintain exceptional internal and external client relations
  • Achieve performance objectives and financial metrics
  • All other duties as assigned

Qualifications

  • Bachelor’s degree in Civil Engineering, or related field and/or equivalent combination of education & experience
  • EIT/FT certificate preferred, PE license a plus
  • Drinking Water Operator and/or Wastewater Opertor certification preferred
  • Minimum four (4) years applicable experience, including two (2) years’ experience writing grant and loan applications
  • Previous experience in municipal engineering; thorough knowledge of all phases of civil engineering and the operation of municipal government as well as various federal, state and local water, sewer, and stormwater compliance items
  • Excellent technical writing skills
  • Knowledge of construction administration
  • Experience with AutoCAD Civil 3D
  • Proficient in Microsoft Office, and BS&A preferred
  • Must possess a valid driver’s license and be able to travel to the corporate office as well as client and project sites
  • Excellent concentration and proofreading skills with strong attention to detail
  • Exceptional written, presentation, and interpersonal communication skills
  • Ability to work collaboratively in diverse teams including technical and non-technical personnel
  • As necessary, ability to work independently on municipal projects or scheduled meetings with municipal staff, customers, or other governmental agencies
